Seven Hundred and Thirty Days
Ten shelf registrations opened in one week, every one for exactly that span, and eight draws against shelves already standing.
Sumitomo Mitsui Finance and Leasing's shelf registration, filed on 12 August 2026, prints its window as a sentence rather than a number: この発行登録書による発行登録の効力発生予定日(2026年8月20日)から2年を経過する日(2028年8月19日)まで — from the day the registration is expected to take effect to the day two years pass. Measured between those two printed dates, that is 730 days.
So is every other one. Between 5 and 13 August 2026, EDINET's list carried ten 発行登録書, the document that opens a shelf, and all ten write the window the same way: an effective date, then 2年を経過する日, two years on. Seven hundred and thirty days is the count between the two dates each of them prints; the field itself says two years.
A shelf registration is a standing permission to issue. The filer registers an amount and a period; inside the period it can issue in pieces, filing a short supplement each time rather than a fresh registration. This file has already read the middle of that arrangement — the 39 corrections filed in the same week, each suspending its own registration for the day it was filed. Here are the two ends: ten shelves opened and eight draws against shelves already standing.
The ten opened register ¥3.1 trillion (US$18.9 billion) between them. Chugoku Electric (9504) registers ¥700 billion (US$4.27 billion); Sumitomo Mitsui Finance and Leasing, Hokkaido Electric (9509) and Mitsubishi Estate (8802) ¥400 billion (US$2.44 billion) each; Fujitsu (6702) and Japan Tobacco (2914) ¥300 billion (US$1.83 billion); Sumitomo Realty (8830) ¥200 billion (US$1.22 billion); Konica Minolta (4902) ¥100 billion (US$611 million); Craftia (1959) ¥50 billion (US$305 million).
The tenth is not a company. The Republic of the Philippines registers ¥250 billion (US$1.53 billion) under the number 8-外債1 — 外債, foreign bond. Its cover carries no securities code, because a sovereign has none to carry.
Nine of the ten name 社債, corporate bonds, under 【発行登録の対象とした募集有価証券の種類】. The Philippines' cover prints a different heading in that position — 【発行登録の対象とした募集又は売出し】 — and under it the single word 募集.
The effective dates run across a single week — 14 August for Japan Tobacco and Konica Minolta; 15 August for Fujitsu, the Philippines and Craftia; 16 August for Mitsubishi Estate; 17 August for Hokkaido Electric and Sumitomo Realty; 19 August for Chugoku Electric; 20 August for Sumitomo Mitsui Finance and Leasing — and each expiry is that date plus 730 days.
Two years is not the only length a shelf can carry. The 39 corrections read earlier in this file reach one of 364 days — Sumitomo Forestry's, 10 July 2026 to 9 July 2027. What the ten here have in common is that each wrote the same word in the same field.
The other end of the arrangement is the 発行登録追補書類, the supplement. Eight of them reached the list in the same week, and together they draw ¥236.1 billion (US$1.44 billion).
The supplements are numbered, and the number says which draw it is. Aeon (8267) filed two on the same day: 7-関東1-3 and 7-関東1-4, the third and fourth draws against the shelf it registered as 7-関東1, for ¥70 billion (US$427 million) and ¥41.5 billion (US$253 million), the second printed as two series — 第32回無担保社債(5年債) 36,500百万円 and 第33回無担保社債(10年債) 5,000百万円, 計 41,500百万円. Kansai Electric (9503), the Development Bank of Japan and Orient Corporation (8585) each filed a 8-関東1-1 — a first draw against a shelf opened this year. Three of the eight print more than one series under the field: Sumitomo Mitsui Auto Service's 7-関東1-2 runs three, 計 30,000百万円, and Orient's two, 計 29,000百万円.
One number is far along. Société Générale's supplement is 6-外3-20, the twentieth draw against the shelf numbered 6-外3, for ¥3.641 billion (US$22.2 million). That shelf is the same one whose correction this file read a week earlier, the one printing ¥483,648,426,734 still available against a ¥500 billion registration. The correction, the twentieth draw and the remaining balance are three views of one standing permission.
Seven of the eight supplements print their amount under 【今回の募集金額】, the amount of this offering. Société Générale's prints 【今回の売出金額】, the amount of this secondary distribution — the same 募集 and 売出 division that separated the domestic and foreign covers among the corrections.
Set the two ends beside each other and the week reads: ¥3.1 trillion (US$18.9 billion) registered as standing capacity, ¥236.1 billion (US$1.44 billion) printed as offering amounts on the supplements. The first number is permission and the second is issuance, and they are not comparable quantities — a shelf opened on 20 August has two years in which to be drawn on, and the draws in this week are against shelves opened in earlier ones.
That is what the numbering makes visible. Aeon's third and fourth draws, Société Générale's twentieth, and three first draws are all in one week's list, and each number says where that draw sits in its own shelf's sequence.
On the counts. The ten and the eight are what EDINET's list returns for docTypeCodes 080 and 100 over 5 to 13 August 2026, read on the morning of the 13th, which is the last list date; a later pull could return more. The 730-day spans are arithmetic on the two dates each registration prints inside 【発行予定期間】.
The supplement sequence numbers are read from the 【発行登録追補書類番号】 field, taking the figure after the final dash. That is what the field prints. Eight documents are eight numbers, and this piece reads them as printed.
The ¥3.1 trillion is the sum of ten printed registration amounts and is not a quantity of anything issued. The ¥236.1 billion is the sum of eight printed offering amounts in one week, taking the 計 line where a filing prints several series and would otherwise be counted twice, and is not the total drawn against those shelves.
What would change our mind
The claim is narrow: that EDINET's list for 5 to 13 August 2026, read on the morning of the 13th, carried ten documents of type 発行登録書 and eight of type 発行登録追補書類; that all ten registrations print a 発行予定期間 whose two dates are 730 days apart; and that the ten register ¥3.1 trillion while the eight draw ¥236.1 billion. The index was read on the last list date, so a later pull could return more of either. What would undercut the rest: one of the ten printing its period as a single date or in a form my extraction reads as two dates when it prints one; an amount printed in a unit I have not handled, which is a failure this file made twice in the same week; or a supplement whose number does not end in a sequence figure, since the draw numbers are read from the last segment of 【発行登録追補書類番号】.
